I would encourage small/low budget churches that they can start doing *something* with little or no money, using resources that they can have on hand.

Of course, to do a quality job, and get the best presentation you can, use professional captioning service and equipment, and a highly skilled steno, as your best/preferred option, and your goal.

The presentation of the highest message deserves your highest commitment, and a commitment to reach all!</description>
